VIDEO: Aluminum Industry Testifies at Section 232 Public Hearing

Investigation Must Focus on China

On June 22, 2017, more than 30 aluminum industry stakeholders testified at a Department of Commerce public hearing on a Section 232 investigation examining the national security implications of imported aluminum. This followed the president's announcement initiating the investigation in April. 

The association showed up in force with a dozen member company representatives testifying including Aluminum Association president & CEO Heidi Brock; Aluminum Association chairman Garney Scott, Scepter; Ben Kahrs, Alcoa; Margaret Cosentino, Arconic; Jean-Marc Germaine, Constellium; Matt Aboud, Hydro; Paul-Henri Chevalier, Jupiter; John Donnan, Kaiser; Marco Palimeri, Novelis (Association 2nd Vice Chair); Alf Barrios, Rio Tinto Aluminium; Henry Gordinier, Tri-Arrows and John Lapides, United Aluminum.

The association emphasized the following key points in its testimony:

  1. Recognize that aluminum production and products support U.S. national security and the Defense Industrial Base
  2. Any final action in this investigation should provide solutions to the true underlying problem of Chinese aluminum overcapacity
  3. The investigation should exempt Canadian imports and other foreign producers such as the European Union who trade fairly and have not contributed to rising global overcapacity
  4. Administration actions on aluminum should consider the effects on both primary and downstream producers.

In advance of the hearing, the association helped spearhead letters and statements highlighting these key issues including a letter to the Department of Commerce from the Congressional Aluminum Caucus and a joint letter to Commerce with the Aluminum Extruders Council. We also released a joint statement of principles with the European and Canadian aluminum associations.

161,000 workers are directly employed in the aluminum industry. For each aluminum industry job, an additional 3.4 employment positions are created elsewhere in the economy. In total, nearly 713,000 U.S. jobs are supported by the production, processing and use of aluminum.
